- The recommendation is additional to the routine offer of ART initiation at the health facility.
- Confirmatory HIV testing, baseline assessments and support, including ART literacy and clinical and psychosocial assessment that includes CD4 cell count and linkage to the advanced HIV disease package, should be provided either as part of the intervention or on referral to the health facility.
- Systems for ensuring future linkage to a facility providing ART services must be supported.
